Low Cost Internet For Low-Income Households: In Parliament Universal Service

Making broadband a universal service and offering low-income families and consumers low-cost rates. This is the proposal added to the legislative decree transposing the Electronic Communications Code which is being studied by Parliament.

Article 94 of Part III also states that the supervision will be borne by Agcom, who will have to monitor the evolution of retail prices by comparing them to the income of individual persons. • If the Authority provides that, in the light of national circumstances, retail prices of services are not accessible as low-income consumers or with special social needs cannot access such services, it shall take measures to ensure that such consumers have access to affordable services

The Agcom may also impose on the common tariffs providers “in the event that the imposition of the aforementioned obligation on all suppliers would lead to an excessive administrative or financial burden demonstrated for the suppliers.” The proposal must now be analysed by Parliament.
